The Hawaii Air National Guard (HIANG) intends to issue a sole source, firm-fixed-price contract to Ad Walls LLC. The authority permitting other than full and open competition for this acquisition is 10 U.S.C. 3204(a)(1), as implemented by Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."


A Request for Quote (RFQ) will be issued to Ad Walls LLC to provide advertising services to engage with the target demographic (18-25 year old physically fit young adults) for potential recruitment into the HIANG. The work includes providing mall and shopping center billboard-style advertising at various locations to showcase and promote Hawaii Air National Guard mission sets.
