THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.


The Billings Area Indian Health Service, Blackfeet Service Unit, Browning, Montana intends to award a firm fixed price sole source contract under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to James Jerman, D.D.S., 60 Village Loop Road, Kalispell, MT 59901-2793.


The North American Industry Classification System (NAICS) code for this requirement is 621210, Offices of Dentists Estimated Value:  $40,000.00 Anticipated Period of Performance: Three (3) months from date of award, with a possible option to extend services for up to six (6) months in accordance with FAR 52.217-8, to ensure continuity of care pending award of a planned follow-on long-term contract for the same requirement.


The object of this sole source award is to obtain Dental Oral Surgeon Staffing services, to include comprehensive oral and maxillofacial surgery services at the Blackfeet Community Hospital, including consultations, and minor and major surgical procedures, at the Blackfeet Service Unit clinic location.


The Government has determined that James Jerman is the only source capable of meeting this requirement within the required timeframe based on current credentialing/privileging status at Blackfeet Community Hospital, established clinical relationship with the patient population, demonstrated capability to begin performance without a lapse in services.  This action is intended to serve as a bridge to maintain continuity of critical dental surgical care while the Government contemplates a planned long-term procurement for a long-term contract vehicle.


This synopsis does not constitute a solicitation.  However, interested parties who believe they can meet the above requirement may submit a statement of capabilities demonstrating their ability to meet the Government’s actual needs described above, including relevant credentialing, licensure, experience providing oral and maxillofacial surgical services, and ability to begin performance within the required timeframe.


Response Deadline: Capability statements must be received no later than September 21, 2026, 2:30pm MT.


Any cost associated with the preparation or submission of a capability statement, or any other cost incurred in response to this announcement, is the sole responsibility of the respondent and will not be reimbursed by the Government.


Capability statements shall not exceed five (5) pages and must be submitted by email only, as a Microsoft Word or Adobe PDF attachment, to: prudence.yellowowl@ihs.gov.
