This synopsis is hereby issued in accordance with FAR (Overhaul) Part 5.101. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific?s intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to SeaSatellites, Inc. Unique Entity ID KFCADN3PSJL3, CAGE Code 8RJC6, 4901 Morena BLVD STE 600 San Diego, California 92117-7314 United States. The requirement is for the SeaSatellites Lightfish autonomous surface vehicle (ASV) package (for more details on part numbers and specification please see the included Intent to Sole Source attachment). The Government intends to negotiate solely with SeaSatellites, Inc. under the authority of 41 U.S.C. 1901 as implemented by FAR (Overhaul) 12.102. FAR (Overhaul) Part 12, Acquisition of Commercial Products and Commercial Services, applies. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. A copy of the Request for Quote (RFQ) will be made available upon request. The applicable NAICS Code is 336612 ? Boat Building and the size standard is 1000 Employees. Capability statements, comments, questions, or concerns regarding this notice shall be submitted via email ONLY to dane.j.black.civ@us.navy.mil by 05 June 2026, 11am PST. All responses received by this date may be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
