The purpose of this procurement is to secure the instrument and reagents for the Bio-Rad CFX Opus 96 Real-Time PCR System to be used at the National Institutes of Health (NIH) Clinical Center (CC) Department of Laboratory Medicine (DLM)

Description:
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.
The National Institutes of Health (NIH) intends to award a fixed price purchase order to Bio-Rad Laboratories, Inc., located at 1000 Alfred Nobel Dr., Hercules, CA, 94547 on a firm fixed price sole source award basis to provide the required instrument and reagents to the National Institutes of Health DLM.
Funding for the research to be completed with the patient samples obtained through this contract is from the 2026 Research Award for Staff Clinicians (RASCL) Award to the NIH program. For the initial studies, a local PH center of excellence is required that has an institution affiliation with the IC. Thus, in order to maintain the integrity of the research plan and adhere to the proposed work that received funding, competition will be limited for this project.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
