The Air Force Life Cycle Management Center, Base Support Branch (AFLCMC/PZIBB) at Wright-Patterson Air Force Base (WPAFB), OH intends to award a sole source contract to:

This requirement is for the following:

The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 722320 Caterers. This NAICS code has a small business size standard of $9.0 million.



Air Force Security Assistance and Cooperation (AFSAC) requires an evening catering service for the 2026 Air Force Materiel Command (AFMC) International Ball being held at the National Museum of the United States Air Force (NMUSAF) at Wright Patterson Air Force Base.  The International Ball guest attendance ranges from 300 to 400 individuals; however, this requirement is specific to a select group of those attendees (50 to 100) categorized as Office Representation Funds (ORF) funded guests.


The Government intends to utilize the same contractor that has been selected for the larger catering services contract, which is being paid for using personal funds.  Awarding to a contractor other than Bernstein’s Fine Catering would result in a substantial duplication of cost to the government that is not expected to be recovered through competition, in accordance with RFO 6.103-1(c)(2).  Please see Attachment 2, Sole Source Justification, for more complete details. 


THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 17 July 2026 @ 1400 will be considered by the Government. This notice is not a request for competitive proposals/quotes.
