Notice of Intent to Sole Source - Causalty Actuary Consulting Services

The Department of Labor, Office of Workers' Compensation Programs intends to award a sole source contract for a period of nine months to Madison Consulting Group, Inc., 200 N 2nd Street, Madison, GA 30650-1318. Basic Services required; casualty actuary consulting services on mission-critical reviews of actuarial analyses proposed to liquidate workers' compensation liabilities, and actuarial analysis of proposed legislative and regulatory changes under the Federal Employees' Compensation Act (FECA), Black Lung Benefits Act, Energy Employees Occupational Illness Compensation Program Act(EEOICPA), Radiation Exposure Compensation Act, Longshore and Harbor Workers Compensation Act (LHWCA), and Overseas Contractor Compensation Act (OCCA). The resulting contract is a labor-hour purchase order. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested sources may submit a proposal which will be considered by the agency for future purposes. This is not a request for competitive proposals and the Government does not intend to pay for information received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
