Request For Proposal (RFP) for NASA Agency-wide Supply of Liquid and Gaseous Helium
Solicitation # 80KSC024R0010
The NASA John F. Kennedy Space Center is managing an agency-wide indefinite delivery requirements contract for the supply of liquid and gaseous helium to support aerospace flight, research, and testing operations across multiple U.S. facilities. The contract features a five-year potential period of performance, consisting of a two-year base period from October 1, 2025, through September 30, 2027, and three one-year option periods extending to September 30, 2030. All gaseous helium must meet Grade A purity standards per MIL-PRF-27407E, and liquid helium must maintain total neon impurities below 2 parts per million. The procurement utilizes a lowest-price-technically-acceptable (LPTA) source selection process, where technical acceptability is evaluated on a pass/fail basis focusing on the contractor's capability to meet weekly maximum supply requirements. Current awardees include Airgas USA LLC (South and West), Linde, Inc., and Messer LLC. However, the government maintains an innovative opt-in process allowing both existing contractors and new entrants to compete for additional IDIQ subCLIN locations. For the 2027 opt-in opportunity, interested parties must submit a Capability Form by November 20, 2026. Award decisions are based on the total lowest evaluated price per CLIN, which includes unit product prices, delivery charges, and other associated pricing.

AI Contract Overview

The contract pertains to the procurement of gas cylinders necessary for the respirator approval testing conducted by the National Personal Protective Technology Laboratory, part of the CDC and NIOSH. Historically, all gas cylinders have been supplied by a single vendor, with the cylinders rented rather than purchased outright, simplifying logistics and reducing waste disposal and testing responsibilities for NIOSH. Due to recent increases in rental and supply costs, along with a rise in the number of cylinders in use, the payment method is shifting from credit card purchases to purchase requests (PR). The contract will cover rental fees for a 12-month period from September 2025 through August 2026 and include a one-time purchase of replacement cylinders as specified in the contract details. This procurement is designated as a total small business set-aside under NAICS code 325120, managed by the CDC Office of Acquisition Services in Atlanta, Georgia. The solicitation emphasizes the sole-source nature of the procurement, with responses due by August 25, 2025. The contract aims to ensure a continuous supply of specialty gases, supporting the ongoing testing and approval processes for respirator safety standards. Key contacts for the solicitation include Zachary Hemenway and Nathan R. Amador, with further details available through the provided link.

Full Description

The National Personal Protective Technology Laboratory (NPPTL), National Institute for Occupational Safety and Health (NIOSH), and Center for Disease Control and Prevention (CDC) conducts respirator approval testing. As part of the approval process, the laboratory requires many specialty gases. For several years, all gas cylinders have been procured from a single supplier. The single supplier greatly simplifies the purchasing and tracking of the chemicals on hand. For gas cylinders, the contents of the cylinders are purchased, but the cylinders themselves are rented. Renting the cylinders removes the burden of waste disposal and cylinder testing from NIOSH, which also significantly decreases both the work load and cost for NIOSH. Previously, the cost of renting and purchasing gas cylinders was below credit card thresholds. With a recent increase in the number of cylinders on hand, an increase in rental costs, and increases in supply costs, it is now necessary to transition the cylinder fees from a credit card purchase to a PR purchase. This contract will cover the gas cylinder needs for the NIOSH Respirator Approval Program. The contract shall cover fees associated with cylinder rental for a period of 12 months, covering September 2025 through August 2026. Plus, the contract will cover of one time purchase of replacement gas cylinders, as described elsewhere in this document.

NCHS/Division of Vital Statistics Coding of the Vital Statistics Data
Solicitation # CDC-NCHS-2027-10162026
The Centers for Disease Control and Prevention, through the National Center for Health Statistics Division of Vital Statistics, is conducting market research to identify qualified sources for information management services. The primary objective is the manual coding of causes of death on mortality and fetal death records for the National Vital Statistics System, specifically targeting records that cannot be processed electronically. The scope includes quality control, automated-system validation, and the use of ICD-based procedures. This effort falls under NAICS code 561499 and is currently in the sources sought phase to determine the appropriate acquisition strategy, which may include various small-business set-asides. The requirement demands high-volume coding capacity, with an expected monthly volume of 25,000 to 45,000 records and a strict quality threshold requiring an error rate below four percent per coder. Qualified providers must supply NCHS-certified nosologists or similarly qualified medical coders and demonstrate the ability to begin performance within one week of award. Performance is expected to occur primarily via remote telework during standard weekday business hours. Due to the sensitive nature of the data, contractors must comply with FIPS 199, Executive Order 13556 regarding Controlled Unclassified Information, and the HHS Information Security Program, utilizing government-furnished equipment and PIV cards for secure network access.
