Full Description

This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the United States Department of the Army's intent to issue, on a sole-source basis, a firm fixed-price contract to Innovative Technologies, Inc. to provide services to update programming and functionality internal to the Visual Information Ordering Site (VIOS) used by the Enterprise Multimedia Center located at Joint Base Langley-Eustis, VA. Under the authority of Federal Acquisition Regulations (FAR) Part 6.302-1, the Contracting Officer has determined that the circumstances of the contract action deem only one responsible source and no other supplies or services will satisfy agency requirements. This action is being requested on a sole-source basis due to the proprietary nature of VIOS software which limits the sources that are capable of reprogramming and updating the VIOS system without significant undue costs to the Government. A determination by The Unites States Department of the Army not to compete this proposed requirement based upon responses to this notice is solely within the discretion of The United States Department of the Army. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The government does not intend to pay for information provided in response to this notice. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Responses shall be submitted by 3:00 PM ET on May 24, 2019. If no acceptable response is received for this announcement by May 24, 2019, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Innovative Technologies, Inc. as the only source and a purchase order will be issued without any additional notices being posted.

Remote Site Feeding SupportThe contract entails the provision of mobile food service support for field training exercises and remote military units, requiring full-service meal operations including transportation, setup, meal preparation, and breakdown using specialized mobile kitchen units. The work must be conducted at or near Montgomery, Alabama, with a NAICS code of 722310 indicating it falls under food service contract activities, and is structured as a subcontract under the Department of Defense, specifically managed by W6QM Micc-Fdo Ft Eustis. The contractor is responsible for delivering nutritious, safe, and timely meals in austere environments, ensuring all logistics from equipment transport to sanitation compliance are met without disruption to training schedules. This effort supports operational readiness by sustaining personnel in remote or mobile locations where traditional dining facilities are unavailable. The performance location is designated as 36104, suggesting the primary focus is on activities within or near Montgomery, though operations may extend to surrounding training areas. The contract does not specify a solicitation number or set-aside status, and while no point of contact is listed, the posting date indicates the opportunity was made available in June 2026, with the possibility of award and performance beginning shortly thereafter. The scope demands high reliability, compliance with military food safety protocols, and the ability to rapidly deploy and dismantle kitchen systems under dynamic field conditions.
