The system is designed to support disaster logistics operations, including warehouse and transportation operations, inventory management, in-transit visibility, point-of-distribution support, and financial reconciliation. Technical requirements include FedRAMP High certification, compliance with DHS Enterprise Architecture, and adherence to Section 508 accessibility standards. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. While most work will be performed at the contractor's site, some activities may occur at FEMA Headquarters in Washington, D.C., or facilities in Virginia. This RFI is for planning purposes and is not a formal solicitation; however, interested parties must submit a narrative response, a Vendor Streamlined Profile Matrix, and a Targeted Market Research Questionnaire by January 4, 2027. Respondents are required to provide a non-binding Rough Order of Magnitude cost estimate and disclose any potential organizational conflicts of interest.
