The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) Acquisition Operations Branch, on behalf of the Bureau of Ocean Energy Management (BOEM) Pacific OCS Regional Office, is the contracting office for this procurement. The purpose of this Notice is to announce the Government’s intent to award a sole source purchase order to the Southern California Coastal Water Research Project (SCCWRP) (3535 Harbor Blvd, Suite 110, Costa Mesa, CA 92626) for operations, administration, and maintenance services in support of the West Coast Ocean Data Portal (WCODP) servers. The WCODP is a data portal that was established by the West Coast Governor’s Alliance on Ocean Health to improve access to scientific and geospatial information for coastal and marine planning, policy development and resource management. It provides vital resources for discovering and sharing data to BOEM, and supports regional marine planning activities. The WCODP currently resides on servers that are located at SCCWRP’s facilities. SSCWRP is the only source reasonably available who can provide the required services because it is the only entity that has access to the servers and data. It is anticipated that the purchase order will be issued on or before September 24, 2018 for a base period of 12 months with three 12-month option periods. The applicable product service code (PSC) is D309, Automatic Data Processing Information & Data Broadcasting or Distribution Services. PLEASE NOTE: This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may submit a response to this notice for consideration by 12:00 p.m. noon EST on Tuesday, September 18, 2018. All responses must be electronically delivered to the Contracting Officer, Afua Serwah-Asibey (45600 Woodland Road, Sterling, VA 20166), at contact@example.gov. Please reference Solicitation Number 140M0118Q0045. A decision to not compete this action is within the sole discretion of the Government.
