The National Oceanic and Atmospheric Administration (NOAA), through its National Marine Fisheries Service, Northeast Fisheries Science Center, plans to award a sole-source contract to Longline Environment, Ltd. for the development and enhancement of the Farm Aquaculture Resource Management (FARM) Model. This contract involves providing experimental standard operating procedures and incorporating the nitrogen cycle into the FARM Model, which is used to accurately project nitrogen removal at the farm scale for eastern oysters. The goal of these updates is to improve projections related to the ecosystem service of coastal eutrophication reduction offered by oyster cultivation. Longline Environment will also validate the updated model by comparing it against real-world nitrogen removal data gathered from industry partners. The procurement will be conducted under FAR Part 13, citing the statutory authority for sole-source acquisition due to Longline Environment being the only responsible source capable of fulfilling the requirement. The relevant NAICS code is 518210, with a business size standard of $32.5 million. Although this is not a competitive solicitation, NOAA invites other interested parties capable of meeting the requirements to submit a statement of capabilities by the stated deadline, September 13, 2018, at 11:00 a.m. Such statements will only be considered to determine whether a competitive procurement might be pursued in the future. All submissions must be detailed enough to demonstrate the ability to provide the required services and must be sent by email to the designated contracting officer.
