The purpose of this acquisition is to provide patients with the best medical equipment as it relates to invasive mechanical ventilation for medical and research purposes at the National Institutes of Health (NIH) Clinical Center (CC) Department of Nursing.

Description:
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.
The National Institutes of Health (NIH) intends to award a fixed price purchase order to GE Healthcare Inc., located at 3350 N Ridge Ave, Arlington Heights, Illinois 60004, on a firm fixed price sole source award basis to provide a ICU ventilator to the National Institutes of Health.
GE Healthcare is the only company that provides the Hamilton C6 Ventilator Package and H900 Heater Package. Features clinical training, power cords and cables, trolley, DISS connections, water bag pole, humidifier holder, H900 integration kit, battery, cylinder holder, P/V Tool Pro Application, Neonatal Application, NCPAP-PS Application, High Flower O2 Therapy Application, ItelliCuff Kit, and Communication Board. The Hamilton C6 is already interfaced with the electronic medical record, meeting security requirements, and staff are competent on equipment. The requested equipment must integrate with existing NIH owned electronic medical record using the already established interface. The manufacturer utilizes proprietary hardware/software interfaces and data protocols that are not available from other sources. Use of another product would require significant system modification, revalidation, retraining, and could adversely affect continuity of operations and data comparability. The manufacturer sells directly and is the only source capable of providing equipment that meets the Government’s compatibility requirement.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
