This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101, as established by the Revolutionary FAR Overhaul (RFO), requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals.


The Commodity Futures Trading Commission ("CFTC" or "Commission”) intends to negotiate and award a sole source contract for access to the Halo platform from Solidus Labs (SL).  The anticipated contract will have a period of performance of a one-year base period and four one-year optional periods.  


CFTC is authorized under the Commodities Exchange Act (CEA) to detect, analyze, and enforce against potentially manipulative and abusive trading practices in commodities markets.  Halo provides the capability of surveillance alerting to include on-chain crypto surveillance alerting through an integration with commercially available crypto APIs, support for event contract alerting, as well as support for surveillance of traditional futures, options, and swaps markets.  This is necessary for the CFTC to regulate an evolving market that recently expanded to include Digital Assets.  Additionally, this product is a fully comprehensive surveillance environment that is easily adjustable and scalable to meet CFTC’s mission needs.  This will allow CFTC to perform surveillance over a variety of asset classes, trading venues and market participants.  The Government intends to procure this requirement under to RFO FAR 6.103-1, as authorized by 41 U.S.C. 3304(a)(1).  The identified vendor is the sole provider of this product and there is no known alternative source to Halo.  Therefore, this vendor is the only known source that will satisfy the agency’s requirements. 


THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 5:00pm ET, August 14, 2026. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. Information received will be considered solely for the purpose of Market Research. A determination not to compete this requirement is solely at the discretion of the Government. No formal solicitation package is available. The Government will not be responsible for any costs of preparation in response to this announcement.
