The Department of War, through the U.S. Army Corps of Engineers Little Rock District, intends to award a sole-source, firm-fixed-price purchase order to Consilium Marine US, Inc. for the repair and upgrade of the fire and gas detection system on Crane Barge Hendricks at the Pine Bluff Marine Terminal in Arkansas. The work involves replacing the existing CS4000 system with a proprietary successor platform manufactured by Consilium Safety Group, the original equipment manufacturer. Due to the highly specialized nature of the system, including proprietary software, diagnostic tools, and certified technician requirements, Consilium is the only entity capable of ensuring proper integration, functionality, and compliance with safety regulations. Any third-party attempt to perform the work would void warranties and pose unacceptable safety risks. This procurement is justified under FAR 12.102(a) for commercial services and is not open for competitive bidding, though any responsible source may submit a capability statement by the deadline to be considered for future competitive procedures. The action is being conducted under solicitation number W9127S26PA067, with a response deadline of 10:00 a.m. CDT on Tuesday, July 14, 2026. All submissions must be emailed to Deborah Oswalt at Deborah.Oswalt@usace.army.mil. The contract falls under NAICS code 561621 and is associated with the Little Rock office of the Department of Defense. The place of performance is Pine Bluff, Arkansas with a ZIP code of 71602. Primary point of contact is Deborah Oswalt, with Carole Householder listed as secondary. The notice is a presolicitation and does not constitute a request for quotes, but serves as a formal indication of the government’s intent to proceed without competition based on the unique technical constraints of the proprietary system.

The Department of War (DoW), U.S. Army Corps of Engineers, Little Rock District (SWL), intends to award a sole-source, firm-fixed-price purchase order to Consilium Marine US, Inc, (CAGE: 3EGT0), UEI: D49D3QD6GK7), located at Davie, Florida. This is a non-personal services purchase order to provide repairs to Crane Barge Hendricks located at the Pine Bluff Marine Terminal in Pine Bluff, Arkansas. This action will be conducted under the authority of Revolutionary FAR Overhaul (RFO) 12.102(a) - Soliciting from a single source for acquiring commercial services. The Government intends to solicit and negotiate with only one source based on the following rationale:The existing CS4000 fire detection system is a proprietary product of Consilium Safety Group, the Original Equipment Manufacturer (OEM). The system requires specialized, proprietary software, diagnostic tools, and parts for service and maintenance. Consilium is the only company that employs technicians certified to work on this equipment and its successor platforms. The planned upgrade to the new Consilium system is also a proprietary solution. An upgrade performed by the OEM is the only way to ensure proper integration, functionality, and compliance with safety regulations. A third-party vendor would not have access to the proprietary hardware, software, or the training necessary to safely and effectively perform the upgrade. Attempting to use an unauthorized vendor would void any warranty and introduce unacceptable risks to this critical life-safety system. Therefore, Consilium Safety Group is the only source capable of providing the required supplies and services. This notice of intent is not a request for competitive quotes. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.Responses must be submitted via email to Deborah.Oswalt@usace.army.mil no later than 10:00 a.m. CDT on Tuesday, 14 July, 2026.
