The United States Coast Guard intends to award a sole source, firm-fixed-price purchase order to Maritech, LLC, for strain gauge alignment measurements on the USCGC Campbell, with an estimated value of $32,680.00. This action is justified under FAR 6.302-1, which permits non-competitive procurement when only one responsible source exists and no other supplies or services will satisfy the government’s requirement. Maritech, LLC, identified as a small business with NAICS code 541330, is deemed the exclusive provider due to its proprietary instrumentation, prior installations on U.S. Coast Guard vessels, and established data continuity derived from pre-installed sensors on USCG assets. The work will be performed onboard the USCGC Campbell in Providence, Rhode Island, with inspection and acceptance conducted by the Government at the same location. The procurement is not subject to competitive bidding; however, any interested party may submit a capability statement by May 28, 2026, demonstrating clear and convincing evidence that competition would benefit the government, though no costs incurred in responding will be reimbursed. The Contracting Officer, Gabriel Jasbon, is the sole point of contact for inquiries, accepting only electronic submissions via email. No formal contract clauses, packaging requirements, invoicing instructions, or line-item pricing details are included in the documentation, as this notice pertains to pre-award justification under FAR 13.106-1(b)(1). Maritech’s small business status is confirmed, and while no socioeconomic designations beyond small business are indicated, the Justification for Other Than Full and Open Competition underpins the decision, relying on technical uniqueness and operational necessity rather than cost or performance evaluation factors.
