The Defense Health Agency Contracting Activity intends to award a firm fixed price sole source supply contract to BioRich Medical, Inc. for the procurement of BR60, BR30, BR30-Pure, and BR60-Pure High Yield Platelet-Rich Plasma kits. These supplies are designated for use at the 52nd Area Branch Clinic at Naval Hospital Camp Pendleton to treat musculoskeletal injuries in active-duty service members, aiming to increase healing time and return to readiness while reducing the need for surgical interventions. The requirement falls under NAICS code 339113 for Surgical Appliance and Supplies Manufacturing and PSC 6515 for Medical and Surgical Instruments, Equipment, and Supplies. The sole source justification is based on the fact that BioRich Medical is the sole proprietor of the required kits, which are the only products compatible with the existing centrifuges used at the clinic. The contract structure includes a base year with a delivery date of March 15, 2025, and four subsequent option years extending through March 15, 2029. While this is a notice of intent and not a request for competitive quotes, the government allowed for the submission of capability statements from other vendors to challenge the sole source determination by March 13, 2024.
