The contractor will provide the product/service listed below to the place of performance listed on the cover page of this notice. Tennessee Valley Healthcare System (TVHS) Police services is requesting a Setcan (Brand Name) Stress Vest Training System to be used throughout the facility and Community Based Outpatient Clinics (CBOC) for Law Enforcement training by creating stress without the fear of death or injury. This system is designed to utilize infrared laser technology to safely conduct high-stress force-on-force training. The Stress Vest Training System is the world s first non-projectile, force on force, firearm tactical training system capable of creating stress through a pain penalty without fear of projectile injury for training Law Enforcement Officers and Military Soldiers. The system utilizes training firearms that fire a laser pulse which activates the Stress Vest when it strikes center mass. Depending on the setting, the vest will either deliver a vibration or a safe, localized shock to the abdomen. Other training systems do not offer the same training and are not portable, which requires a large space to be set up and used, which the service no longer has. Furthermore, airsoft systems introduce a moderate risk for injury and damage to government property. Market Research shows that the Stress Vest Training System is manufactured by Setcan.
