The Government intends to award a firm-fixed-price sole-source contract under the authority of 10 U.S.C. § 3204(a)(1) as implemented by RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.


Requirement: 


USAFE requires the RANGER platform to maintain the current Aerospace Ground Equipment (AGE) fleet. Stone Aircraft Maintenance Solutions LLC is the sole developer and proprietary owner of the RANGER software architecture. No other vendor has the data rights or proprietary access required to provide licenses, database management, and technical support for this specific platform, which has already been integrated and vetted for USAFE AGE operations.


This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement which shall be considered by the agency if received by the response date listed in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
