The Tennessee Air National Guard Recruiting and Retention office seeks to establish a high-visibility presence at the 2026 CMA Fest in Nashville, Tennessee, scheduled for June 3-8, 2026, through a sole-source contract with the Country Music Association, Inc. The requirement includes securing premium exhibit space within the official festival grounds, obtaining official sponsorship rights to use CMA Fest branding for military recruiting efforts, and gaining direct access to festival attendees for lead generation and community outreach. The CMA is the exclusive producer and rights holder of the CMA Fest, making it the only entity authorized to provide official booth space and branding access within the event’s restricted environment, which justifies the decision to pursue a non-competitive procurement under FAR guidelines. Despite being designated as a sole-source action, the contract opportunity is open for submission of capability statements, proposals, or quotations from any responsible source under FAR 5.207(c)(16), though these submissions will be evaluated solely to determine whether a competitive procurement is warranted. The contracting activity is managed by the Department of Defense through the W7N1 Uspfo Activity Tnang 118 office located in Nashville, Tennessee, with Greg Allen serving as the primary point of contact for inquiries. The NAICS code 711310 applies to this requirement, reflecting its classification under performing arts, spectator sports, and related activities. The government retains full discretion to proceed without competition regardless of responses received.

Description of Requirement

The Tennessee Air National Guard (TN ANG) Recruiting and Retention office requires a high-visibility marketing and exhibit presence at the 2026 CMA Fest in Nashville, TN, scheduled for June 3-8, 2026.

The requirement includes:

  • Premium exhibit/booth space within the official festival footprint.

  • Official sponsorship rights to utilize CMA Fest branding for recruiting purposes.

  • Access to festival attendees for lead generation and community engagement.

Justification for Sole Source

The Government intends to negotiate a sole-source contract with the Country Music Association, Inc. (CMA).

The CMA is the sole owner and producer of "CMA Fest." They hold the exclusive proprietary rights to license booth space, branding, and sponsorship opportunities associated with the event. No other vendor or promoter is authorized to provide official exhibit space within the restricted festival grounds. Consequently, the CMA is the only source reasonably available to satisfy the government’s requirement for a direct presence at this specific event.

Response Instructions

This is not a request for competitive proposals. However, in accordance with FAR 5.207(c)(16), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

176WG - Sources Sought/Intent to Award Sole Source for Strategic Community Sponsorship Program: Anchorage Wolverines
Solicitation # W50S6L-26-Q-0018
The 176th Wing of the Alaska Air National Guard intends to establish a single-award, sole-source Blanket Purchase Agreement with Nahtsiith LLC, doing business as the Anchorage Wolverines, for a comprehensive venue-based advertising and community sponsorship package. This strategic initiative aims to enhance public awareness and support recruiting missions by engaging a key demographic of families and young athletes through a high-traffic community setting. The agreement is slated for a five-year ordering period from September 16, 2026, to September 15, 2031, with a total BPA ceiling of 350,000 dollars. The services will be performed at the Sullivan Arena in Anchorage, Alaska, utilizing exclusive branding rights and assets proprietary to the Anchorage Wolverines franchise, such as in-ice logos and dasher board systems. While the government currently views Nahtsiith LLC as the only source capable of meeting these specific requirements, this notice serves as market research to determine if a competitive procurement is feasible. Interested parties must submit detailed capability statements by September 15, 2026, providing proof of ownership or operational control of a comparable high-level sports franchise within the Anchorage metropolitan area.
