The Tennessee Air National Guard Recruiting and Retention office plans to secure a high-visibility marketing and exhibit presence at the 2026 CMA Fest in Nashville, Tennessee, taking place from June 3-8, 2026. The contract involves obtaining premium exhibit and booth space within the official festival footprint, gaining official sponsorship rights to use CMA Fest branding specifically for recruiting purposes, and accessing attendees for lead generation and community engagement. This presence aims to enhance recruitment efforts by leveraging the large audience and brand recognition associated with the festival. Due to the exclusive ownership and production rights held by the Country Music Association, Inc. (CMA) for the CMA Fest event, the government intends to negotiate a sole-source contract directly with CMA. CMA is the only authorized entity able to grant official exhibit space and related sponsorship opportunities at the festival, precluding competition from other vendors. Although this notice is not a request for competitive proposals, responsible sources may submit capability statements or quotations which the agency may consider before deciding whether to proceed with a competitive procurement. The overall procurement is managed by the Department of Defense office located in Nashville, Tennessee, with a primary point of contact available for further information.

Description of Requirement

The Tennessee Air National Guard (TN ANG) Recruiting and Retention office requires a high-visibility marketing and exhibit presence at the 2026 CMA Fest in Nashville, TN, scheduled for June 3-8, 2026.

The requirement includes:

  • Premium exhibit/booth space within the official festival footprint.

  • Official sponsorship rights to utilize CMA Fest branding for recruiting purposes.

  • Access to festival attendees for lead generation and community engagement.

Justification for Sole Source

The Government intends to negotiate a sole-source contract with the Country Music Association, Inc. (CMA).

The CMA is the sole owner and producer of "CMA Fest." They hold the exclusive proprietary rights to license booth space, branding, and sponsorship opportunities associated with the event. No other vendor or promoter is authorized to provide official exhibit space within the restricted festival grounds. Consequently, the CMA is the only source reasonably available to satisfy the government’s requirement for a direct presence at this specific event.

Response Instructions

This is not a request for competitive proposals. However, in accordance with FAR 5.207(c)(16), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
