Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

Solicitation # FA865226SC003
The Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO), solicitation FA8652-26-S-C003, is an overarching enterprise framework designed to acquire innovative commercial products and services. Issued under the authority of 10 USC 3458 and DFARS Subpart 212.70, the CSO establishes a structure for issuing competitive solicitations known as Spirals. These Spirals target a wide range of Areas of Interest (AOI) across the Air, Space, Cyberspace/Electronic Warfare, and Cross-Domain technology domains, including hypersonics, cybersecurity, quantum technologies, and human-machine teaming. Resulting awards may take the form of fixed-price FAR Part 12 contracts or Other Transactions for Prototype (OTP). Foreign participation is strictly prohibited. The acquisition process typically follows a two-step approach for Spirals. In Step One, offerors submit a Commercial Solutions Brief (CSB) consisting of a PowerPoint briefing and a white paper. Those categorized as Selectable are invited to Step Two to submit a full Commercial Solutions Proposal (CSP), which includes a technical proposal, a Statement of Work, and a price proposal with an editable Excel pricing model. Evaluation is conducted via subject-matter expert peer review, focusing on technical merit, applicability, importance to agency programs, and funding availability. Strict security and compliance requirements are in place, including mandatory security risk reviews for all senior and key personnel to mitigate foreign influence. Offerors must also perform an Organizational Conflict of Interest (OCI) analysis and adhere to DoD item unique identification standards (MIL-STD-130) for delivered hardware costing $5,000 or more. Contract administration, including invoicing and payment, is managed electronically through the Wide Area WorkFlow (WAWF) system.

Full Description

J&A to justify acquisition of the following services, under a contract modification, without providing for full and open competition. Program Name: Proliferated Warfighter Space Architecture (PWSA) Ground Management and Integration (GMI). Description of Services: The GMI effort is focused on systems engineering and cross segment integration; operations center and test infrastructure capability development; and operations, and maintenance (O&M) of the PWSA ground enterprise. Initial ground architecture development, systems engineering and cross segment integration, and operations center and test infrastructure instantiation under the Tranche 1 (T1) Operations and Integration (O&I) effort is a key building block and initial pathfinder to the PWSA GMI effort. Continued technical and operational support from General Dynamics Mission Systems (GDMS) is critical to ensure that the PWSA ground architecture and capabilities are available at the appropriate maturity and responsive to mission and operational needs. GDMS possesses foundational expertise and experience conceptualizing, developing, operating, and maintaining SDA's ground architecture, including close coordination in the systems engineering, integration, and interface definition of space to ground requirements with spacecraft development vendors. SDA's objective in continuing PWSA ground evolution based on extending the T1 O&I contract as the PWSA GMI contract with the same Contractor performer is to reduce technical and schedule risk associated with new spacecraft requirements, and the associated systems engineering, space vehicle launch and capability integration, and operations maturity needed to meet SDA's strict test and readiness timelines. GDMS's expertise will continue to be critical in meeting SDA's future Tranche objectives in the 2023-2029 timeframe, to extend the PWSA ground to support new SDA space assets and the associated warfighter mission critical capabilities that will be delivered through their payloads. See attached J&A for additional details.

Performance Enhanced Real-time Ground Environment (PEREGRINE) Sentry
Solicitation # SDA-SN-26-0016
The Space Development Agency is seeking capable sources for the Performance Enhanced Real-time Ground Environment (PEREGRINE) Sentry effort to support the resilient missile warning and tracking mission. The objective is to evolve the current PWSA ground segment into a secure, multi-tenant common development environment and a loosely-coupled, Modular Open Systems Architecture compliant ground segment framework. The selected lead platform integrator will be responsible for managing the software ecosystem framework lifecycle, ingesting third-party application developer capabilities, and executing a low-risk legacy capability transition under a strict do no harm paradigm. Technical requirements emphasize expertise in Hybrid Cloud, DevSecOps, Multi-Level Security, and Model-Based Systems Engineering, with the production phase utilizing a hub-and-spoke architecture spanning Commercial Cloud Enterprise resources and on-premises capabilities at Ops Centers. The anticipated acquisition strategy begins with an 18-month firm-fixed-price Other Transaction Agreement prototype contract focused on developing the cloud-native framework and environment. This may be followed by a production contract consisting of a three-year base period and two three-year option periods. Prime contractors must maintain a Top Secret facility clearance and are subject to potential Organizational Conflict of Interest restrictions, which may preclude them from developing mission applications integrated into the ecosystem. Responses to this sources sought notice, which are for informational purposes and not a formal solicitation, are due by October 30, 2026, and must be limited to thirteen pages excluding the cover page.
