The Department of the Navy, through the Naval Air Warfare Center Training Systems Division in Orlando, Florida, intends to award a sole-source, firm-fixed-price contract to Standard Calibrations, Inc. for twenty-four SMAR SmarConf-W USB-HART Communication Devices (Model: ITM22013224), each equipped with built-in software licenses. This procurement is necessary to maintain operational and training continuity for the Electronic Auxiliary Control Systems (EACS) courses at SWSC Norfolk and SWSC N77 Learning Site San Diego, where the proprietary hardware and embedded licensing are integral to existing software configurations. The acquisition is justified under FAR 13.106-1(b)(1) due to the unique proprietary nature of the devices, which are available exclusively from Standard Calibrations, Inc., the authorized distributor; no alternatives exist that would ensure compatibility without disrupting training fidelity or requiring costly redevelopment of curriculum. The response deadline for capability statements or quotations from other potential sources is 11:00 AM EST on 19 June 2026, though the Government retains full discretion to proceed without competition regardless of responses received. The contract is designated as a Total Small Business Set-Aside under NAICS code 811210, and while Standard Calibrations, Inc. is the only qualified source with the CAGE code 034H5 and UEI J2DMF1YRKD95, no formal size or socioeconomic certifications from the vendor are documented in the notice. Although the procurement is not subject to competitive evaluation, responders must provide clear and convincing evidence that they can deliver identical proprietary units without voiding warranties or causing delays. Packaging, preservation, and marking requirements are not specified beyond the necessity to preserve device integrity and traceability, and no military standards are cited. Delivery is expected to the training sites in Norfolk, Virginia, and San Diego, California, with no defined performance period or FOB terms provided. Payment, invoicing, and accounting details are redacted or not included, and no contract clauses, inspection criteria, or performance metrics beyond compatibility are outlined. The sole point of contact for submissions is Mark Johnson, Contract Specialist, and all responses must be sent electronically by the stated deadline.

COMBINED SOURCES SOUGHT AND NOTICE OF INTENT TO SOLE SOURCE FOR COMBINED ARMS VIRTUAL ENVIRONMENT TRAINER (CAVE) UPGRADE
Solicitation # N6134026R1047
The Naval Air Warfare Center Training Systems Division (NAWCTSD) has issued a Combined Sources Sought Notice and Notice of Intent to Sole Source for the upgrade of the Combined Arms Virtual Environment Trainer (CAVE) systems. The requirement involves restoring non-mission-capable Portable Lightweight Designator/Rangefinder (PLDR) and Common Laser Range Finder - Integrated Capability (CLRF-IC) targeting assets to a fully operational, calibrated, and deployable status. The scope of work includes full refurbishment of PLDR units and the replacement of internal display mechanisms for CLRF-IC units, followed by baseline operational testing. All work must ensure that lasers are certified to meet original MIL-SPEC eye-safe parameters through specialized optical calibration. The performance will primarily occur at the contractor's facility, with installation and final testing conducted at the Expeditionary Warfare Training Group, Pacific (EWTGPAC) in San Diego, California. The government intends to negotiate a sole-source contract with Battlespace Simulations LLC (BSI) under the authority of FAR 6.302-1 and 10 USC 2304 (c) (1). BSI is identified as the only responsible source because they hold the exclusive proprietary source code, technical data rights, and specialized firmware plug-in configurations required for these tactical units. Additionally, BSI possesses the certified optical calibration chambers necessary for the required alignment and certification. This notice is published for market research purposes to determine if other capable sources exist. Interested parties must submit responses including company details, capabilities, experience, schedule, small business participation, and a rough order of magnitude cost estimate via email by 4:30 PM EST on September 15, 2026. The anticipated period of performance is 60 days following an expected award in September 2026.
