THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.


1. Procurement Description & Scope


The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, intends to negotiate and award a firm-fixed-price contract on a sole-source basis to Standard Calibrations, Inc. (CAGE: 034H5 / UEI: J2DMF1YRKD95), located in Chesapeake, VA.


This proposed contract action is for the procurement of twenty-four (24) SMAR SmarConf-W USB-HART Communication Devices (Model: ITM22013224) with built-in software licenses. These proprietary components are required to support the Electronic Auxiliary Control Systems (EACS) training course at SWSC Norfolk and SWSC N77 Learning Site San Diego.


2. Sole Source Justification


This acquisition is being conducted under Simplified Acquisition Procedures (SAP) in accordance with FAR 13.106-1(b)(1) — Soliciting from a single source, as the required items are available from only one source. Standard Calibrations, Inc. is the authorized distributor capable of providing the necessary proprietary hardware and software licenses that meet the Government’s training system specifications.


The redacted Sole Source Justification document is attached to this notice in accordance with FAR 5.102(a)(6).


3. Capability Statements & Responses


All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by the response date listed below. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement in the future.


Any vendor responding must provide clear and convincing evidence that they can provide the exact proprietary item specified without voiding any warranties or causing unacceptable delays.
