The U.S. National Institutes of Health, through the Clinical Center, intends to sole source a one-year contract to maintain and provide technical support for the SynapseVNA product, developed and exclusively licensed by Fuji Medical, from September 4, 2026, to September 3, 2027. This system forms the foundational component of the ResearchPACS platform managed by RADIS/CC on behalf of NIH, and because Fuji Medical is the sole developer and provider of support for the Synapse family, no alternative sources exist capable of delivering the necessary updates or technical assistance. The acquisition will be conducted under FAR Part 13 Simplified Acquisition Procedures, specifically utilizing the authority to solicit from a single source under 13.106-1(b)(1), as the purchase does not exceed the simplified acquisition threshold and only one supplier is reasonably available, thereby exempting it from full competition requirements. Comments on this notice must be submitted by May 14, 2026, at 12 p.m. EST to Ryssa Nix, Contract Specialist, at ryssa.nix@nih.gov, referencing solicitation number NOI-OD-26-005454. The procurement is classified under NAICS code 541519 and PSC code AN13, with performance occurring in Bethesda, Maryland.
