The Government plans to award a sole source contract to Keysight Technologies for the purchase of a GoldenGate Solo, Advanced Design System Core, Circuit Simulation software license, citing the authority under FAR 6.302-1 for non-competitive procurement. This decision is intended to fulfill specific requirements without soliciting competitive bids, and the Government retains discretion over whether to proceed without competition following any feedback received. The opportunity is being managed by SPAWAR Systems Center Pacific, with written comments or inquiries directed to the designated Contract Specialist, Mr. Paul Toledo. This notice, issued by the Department of Defense's NIWC Pacific office in San Diego, California, serves as a notification of intent rather than a solicitation, and no requests for quotes are being accepted at this time.
