AI Contract Overview
The U.S. Securities and Exchange Commission plans to award a sole-source fixed-price purchase order to Vital Knowledge Media, LLC for continued access to a proprietary market commentary service that delivers real-time email alerts and analytical insights to support its market monitoring and financial analysis functions. This service is uniquely suited to the SEC’s needs, as it provides distilled, actionable takeaways from complex market and economic events by a team with active trading experience, distinguishing it from other providers that offer white papers, surveys, or investment recommendations. The purchase order is being issued on a non-competitive basis because Vital Knowledge Media is the only entity capable of delivering the specific analytical content and continuity required for ongoing SEC operations, with the agency affirming that no other source can meet its requirements under FAR Part 12.102. The contract will commence on or about August 30, 2026, with a 12-month base period and four one-year option periods that may be exercised at the government’s discretion, ensuring uninterrupted access to the service currently in use. While the procurement is not open to competition, interested parties may submit capability statements by May 21, 2026, to demonstrate their ability to fulfill the requirement, though these submissions will only be used to evaluate whether a competitive process would better serve the government’s interests. The contracting office is located in Washington, D.C., and primary points of contact for the acquisition are listed under the agency's official portal, with no specified place of performance beyond the central federal location.

Full Description
Description of Requirement:
The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price purchase order on a sole source basis to Vital Knowledge Media, LLC for access to a market commentary service that provides email alerts and analysis to support market monitoring efforts.
This acquisition is being conducted in accordance with FAR Part 12.102. The Contracting Officer has determined that Vital Knowledge Media, LLC is the only source reasonably capable of satisfying the Government’s requirement.
The required services include access to access to proprietary market commentary and analysis from a team with trading experience who are skilled in dissecting breaking market events and analyzing how various market participants may react. Unlike other services that provide white papers, surveys, or investment recommendations, Vital Knowledge focuses on distilling numerous market and economic events into critical takeaways in real-time.
This requirement is a follow-on acquisition to an existing subscription service currently utilized by the SEC. Continuity of access to the proprietary content and analytical resources is essential to avoid disruption to ongoing research, market monitoring, and financial analysis activities.
The SEC intends to award a purchase order to Vital Knowledge Media, LLC on or about August 30, 2026. The anticipated period of performance includes a 12-month base period and four (4) option years, if exercised.
