Weapons Systems Integration Support Services (WSISS) VIThe Naval Air Warfare Center Weapons Division is seeking industry input through a Request for Information to shape the upcoming Weapons Systems Integration Support Services VI (WSISS VI) contract, solicitation number N6893626R5002, which is set to follow the existing WSISS V contract expiring in July 2028. This solicitation is a Total Small Business Set-Aside under FAR 19.5, restricted to small businesses qualifying under NAICS code 336411 with a 1,500-employee size standard. The Government is focused on transitioning from traditional cost-plus structures toward performance-based, fixed-price contract arrangements as mandated by Executive Order 14402, with particular emphasis on converting Section 3.3 of the draft Statement of Work into measurable performance metrics and evaluating viable Fixed Price CLIN structures. The work involves sustained, mission-critical support for advanced military platforms including F/A-18, EA-18G, F-35, AH-1, and unmanned systems across key Department of Defense locations in China Lake and Point Mugu, California, and Eglin Air Force Base, Florida, requiring over four million service hours over a five-year ordering period under an anticipated single-award IDIQ structure. Proposers must maintain a Top-Secret facility clearance with Secret storage capability and ensure all personnel hold at least Secret or Top-Secret clearances. Cybersecurity compliance is mandatory, requiring CMMC Level 2 certification validated by a C3PAO and annual attestation of NIST SP 800-171 Rev 2 controls. The Government seeks industry feedback on potential implementation hurdles and performance-based incentive models, with structured one-on-one engagements planned for viable submissions prior to the formal RFP release. The acquisition is expected to follow a best-value tradeoff approach rather than LPTA, prioritizing technical approach and past performance over cost, with no credit given for prior WSISS or NAWCWD contract performance. The overall contract value ceiling from the prior contract is referenced at nearly $292 million, though final funding and pricing mechanisms remain undefined. Responses are due by July 10, 2026, and must be submitted through SAM.gov, with primary point of contact Chris Bachman available for direct collaboration on performance-based concepts.
