AI Contract Overview
The U.S. Navy, through the Fleet Logistics Center Norfolk’s Groton Office, will award a sole-source, firm fixed-price, indefinite delivery indefinite quantity (IDIQ) contract to Southwestern Industries, Inc. for OEM onsite preventive maintenance and corrective repairs on 11 government-owned TRAK Bed Mills, Knee Mills, and Lathe machines equipped with ProtoTRAK software at the Naval Submarine Support Facility in Groton, Connecticut. The contract, designated N0018926QW151, is structured under simplified commercial acquisition procedures per FAR Part 12 and FAR Subpart 16.504, with an estimated performance period running from June 15, 2026, through May 31, 2031. The acquisition is justified as a sole source because only Southwestern Industries, Inc. holds proprietary rights to the TRAK machine hardware, ProtoTRAK diagnostic software, and authorized service protocols, making it the exclusive entity capable of performing maintenance that ensures form, fit, and function without risk of equipment damage or operational compromise. The contractor is required to provide all labor, parts, travel, and OEM-certified technicians who possess access to proprietary diagnostic tools and software not available to third parties, and all work must adhere strictly to OEM-mandated 14-point, 24-point, and 28-point preventive maintenance checklists. No competitive bidding is anticipated, and the government has invoked FAR 12.102(a) to restrict the requirement to this single source based on the unavailability of equivalent services elsewhere. The contract does not include a disclosed estimated value, nor does it specify unit pricing, CLINs, or an IDIQ ceiling amount, consistent with its use under the Simplified Acquisition Threshold. While no formal contract clauses, evaluation factors, or technical specifications beyond OEM procedures are enumerated, performance oversight and acceptance authority rest with the Government at the Groton site, and services are to be delivered onsite without any FOB or delivery terms due to their service nature. Challenges to the sole-source determination must be submitted in writing to the designated point of contact by the award date of June 17, 2026, and must include evidence that an alternative service provider exists with equivalent technical capability. The contract incorporates no explicit security clearance or socioeconomic requirements, and while the facility is located within a restricted Navy installation, no formal clearance mandates appear in the documentation. Proprietary data rights remain exclusively with the contractor under FAR
