Purpose: In support of the Navy's Acquisition Transformation goals, there is a critical need to reimagine Integrated Product Support (IPS) product development by eliminating the fragmented, labor-intensive workflows that currently throttle mission execution.


Background and Summary: 


Today, IPS management relies on manual Integrated Master Schedule (IMS) development, decentralized spreadsheets, and disparate task-tracking systems. This disjointed architecture creates significant data latency, delaying the early identification of schedule risks, skewing accurate cost accounting, and forcing the workforce to exhaust an unsustainable volume of man-hours on administrative reporting rather than proactive, mission-critical execution.


To resolve these systemic inefficiencies, we propose the Flankspeed Agile Support & Task Repository (FASTR) initiative, a request for proposals of innovative prototypes, designed to serve as a singular, integrated digital work hub. Operating entirely within the Navy’s existing, secure Flankspeed infrastructure, FASTR will natively unify complex IPS tasking, schedules, and budgets. The solution leverages dynamic, Kanban-based workflows to manage execution seamlessly, directly linking Work Breakdown Structure (WBS) financial data with daily task progression.
