The Naval Information Warfare Systems Command (NAVWAR), in support of the Portfolio Acquisition Executive Mission Systems (PAE MS) ? Capability Portfolio Executive (CPE): Comms, Sensor, Electronic Warfare (EW), and Positioning, Navigation, and Timing (PNT) (previously Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I), Communications and Global Positioning System (GPS) Navigation Program Office (PMW/A 170)), intends to award a sole source, five-year, single award Indefinite-Delivery Indefinite Quantity (IDIQ) contract for the Network Tactical Common Data Link (NTCDL) Engineering Support Services (ESS) and spare parts to BAE Systems Information and Electronics (BAE), 450 Pulaski Rd Greenlawn, NY 11740-1609, under the authority of 10 U.S.C. 3204(a)(1) and Federal Acquisition Regulation (FAR) 6.103-1, as only one responsible source can satisfy the agency?s requirements. NTCDL is the overarching solution for all United States Navy (USN) Common Data Link (CDL) requirements across multiple platforms. NTCDL provides transmit/receive capability of Intelligence, Surveillance, Reconnaissance (ISR) data in support of Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) activities. The proposed contract action will include ESS and spares critical to maintaining fielded systems and supporting the installation of NTCDL systems. ESS efforts include maintaining, troubleshooting, and repairing fielded NTCDL systems; providing Casualty Report (CASREP) and ship visit support; implementing software and cyber updates; addressing obsolescence issues; hardware and software design and development that benefit fielded and future systems and supporting installation, and System Operational Verification Test (SOVT) of new NTCDL systems. The estimated value of the proposed contract modification is $93.4 Million (M). BAE is the original designer, developer, and manufacturer of the NTCDL system and is the only source presently qualified to continue the NTCDL program?s near-term requirements without creating unacceptable program delays in fulfilling Navy requirements and without substantial duplication of cost to the Government that is not expected to be recovered through competition. This notice of intent is not a request for competitive proposals. A competitive solicitation will not be posted. However, interested parties may submit information identifying their interest and capability to respond. The Government reserves the sole discretion to determine whether to compete this procurement based on the responses received. Responses should be submitted by email no later than fifteen calendar days from the date of this synopsis to the Contract Specialist at jennifer.v.devera.civ@us.navy.mil with courtesy copy to the Contracting Officer at kenneth.b.nickel2.civ@us.navy.mil. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the SAM.gov website; accordingly, questions shall NOT contain proprietary or classified information.
