The 50th Contracting Squadron intends to extend contract FA2550-11-C-8002 for Obscura, Mission Integration and Network Support (OMINS) with Lockheed Martin Services, Inc. This six-month extension is planned to run from June 1, 2016, through November 30, 2016, to prevent unacceptable delays while the government completes a follow-on acquisition under the OASIS IDIQ. The extension will be awarded as a sole source contract because Lockheed Martin Services is deemed the only responsible offeror capable of maintaining continuity of services. The scope of work includes comprehensive engineering and technical activities to support the 22 SOPS. Specifically, the contractor provides mission integration and troubleshooting for Satellite Operations Center, Air Force Satellite Control Network, and satellite programs, as well as support for system modifications, upgrades, remote tracking stations, and network-common data. While the government intends to extend the current provider, other responsible sources may submit capability statements or proposals for consideration.

(c) In accordance with Federal Acquisition Regulation (FAR) 5.207(c)(16), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. (d) The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this extension. A determination by the Government to extend these services and not to compete this proposed contract extension, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to extend these services. Any responses to this notice of contract action shall be submitted to: Camille Watley, Contracting Officer, at contact@example.gov. The 50th Contracting Squadron anticipates that additional time will be required to complete the follow-on acquisition under the One Acquisition Solution for Integrated Services (OASIS) Indefinite Quantity Indefinite Delivery (IDIQ). This notice is for a total period of six months in accordance with FAR 52.217-8 Option to Extend Services. (f) Services provided under the OMINS contract encompasses a full complement of engineering and technical activities necessary to provide 22 SOPS with Satellite Operations Center (SOC)-to-Air Force Satellite Control Network (AFSCN)-to-Satellite mission integration and troubleshooting support for new and existing satellite programs (for both internal and external users), multiple system modifications and upgrades, new and existing remote tracking stations, and Network-common data.

Solicitation # USSF-CSO-FY26-2808A
The United States Space Force (USSF) Space Operational Contracting Headquarters has established a Master Commercial Solutions Opening (CSO) under solicitation number USSF-CSO-FY26-2808A to streamline the design, construction, repair, and alteration of base infrastructure. Authorized under 10 U.S.C. § 2808a, this framework utilizes Other Transaction (OT) authority, making all resulting agreements completely exempt from the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). The Master CSO serves as an umbrella solicitation, with specific project requirements published separately as Areas of Interest (AOIs). All awards must be structured as fixed-price agreements, including firm-fixed-price, fixed-price incentive, or fixed-price award fee structures, while cost-reimbursable agreements are strictly prohibited. The solicitation process employs a phased down-select method to minimize industry costs, consisting of a Phase 1 White Paper, a Phase 2 Oral Pitch, and a Phase 3 Full Commercial Proposal. Evaluation focuses on technical merit, constructability, schedule viability, and fair and reasonable commercial pricing. Selected partners must adhere to commercial industry building codes such as IBC and NEC, and may be required to comply with Unified Facilities Criteria (UFC) and Anti-Terrorism/Force Protection (AT/FP) standards. Payment is managed through a milestone-based system, where fixed-price payments are triggered only upon the verifiable completion of work that has passed inspection. Additionally, contractors must comply with Davis-Bacon Act wage rates and maintain specific insurance coverages, including Professional Liability for design-build projects of at least $2M.
