Round 3 of this solicitation is being posted for clarification. Vendors who submitted under round 2 must resubmit their updated quotes under round 3 to be considered for award.All submissions must be received by Monday, August 17, 2026, 5:00 PM ET.Submissions must include a comprehensive and itemized quote for this project. Specifically, we need technical drawings and detailed specifications demonstrating how your organization will meet the Scope of Work requirements described in Section 3 (Technical Specification Requirements) of the RFQ.If you are unable to provide the required technical drawings or additional details - such as information regarding your trailer vendor/subcontractor, we will not be able to consider your organization a Responsive or Responsible Contractor as defined in Sections 4.16 and 4.17 of the RFQ.As a friendly reminder, Contractors may not contact the Department directly at any time during the solicitation process; however, Contractors may make inquiries regarding this RFQ any time during the inquiry period listed in OhioBuys. To make an inquiry, Contractors must login to OhioBuys, navigate to the solicitation, open the Inquiry tab and submit their inquiry. Contractors will not receive a personalized e-mail response to their question, nor will they receive notification when the question has been answered. Itemized Quote. The quote shall be itemized and include the following: estimated shipping, company name, contact information, including name, phone number and email to which COM should remit the purchase order.Nothing herein guarantees that the quote will be accepted by Commerce.Form of Payment. Please clarify whether chassis fabrication by the proponent would be considered Acceptable where the proponent is itself a licensed chassis manufacturer and provides, as part of its bid submission, documentation demonstrating its active manufacturer license along with technical speciifcaitons and drawings. Alternatively, please confirm whether the stated prohibition against chassis fabrication by the proponent applies without exception, including to propoinets that are independently licensed and qualified chassis manufacturers. | Answer: Trailer builds must be done by a semitrailer builder with all semi-trailer components and must meet commercial DOT standards as described in the RFQ. All trailers and chassis must meet ODOT requirements. This build is to be placed on commercial chassis on commercial axels supporting 34,000 lbs in tandem. (Non-Floating axels can be used in this commercial set up). If the manufacture meets all specs described in the SOW and are sub-contracted with you as your chassis/trailer builder, you must be able to insure they meet ODOT standards for commercial use and transport. | Answered: 8/13/2026
