ODOT Bldg. A HVAC Controls Replacement

The Oregon Department of Transportation (ODOT) is seeking a qualified contractor for solicitation S-73000-00018211 to replace the HVAC controls at Building A in Salem, Oregon. The project involves the design and like-for-like implementation of a Direct Digital Control (DDC) system, using Automated Logic Systems as the basis of design, to improve energy efficiency and operational control. A critical requirement is ensuring that Building B can operate independently of Building A upon completion. Due to the nature of the facility, all work must be performed between 5 PM and 6 AM. The contract includes strict labeling requirements for power equipment, wiring, and sensors, and mandates compliance with federal and Oregon OSHA safety standards and BOLI prevailing wage rates. The contract will be awarded to a single responsible offeror based on price and experience. Substantial completion is required by January 30, 2027, with final completion by February 5, 2027, and a final expiration date of March 1, 2027. Acceptance of the system requires a written certification from the engineer and thirty continuous days of trouble-free operation. Payment is subject to the approval of invoices, and the owner may withhold 5 percent retainage.
