The U.S. Army Mission and Installation Contracting Command at Fort Sam Houston is executing a noncompetitive modification to IDIQ contract W9124J-23-D-0016, awarded to JLL-RER Solutions, LLC. This action increases the contract ceiling by 19.7 million dollars, raising the total from 71.6 million dollars to 91.3 million dollars. The increase is necessary to accommodate a statutory mandate under Section 2831 of the FY 2026 National Defense Authorization Act, which requires independent habitability and environmental inspections of approximately 5,000 Army homes annually across privatized, government-owned, and leased housing portfolios. The scope of work includes comprehensive evaluations of structural integrity, HVAC, plumbing, electrical systems, mold, and indoor air quality, as well as environmental sampling and data integration into government reporting systems. This sole-source justification is based on the contractor's unique ability to provide a credentialed, independent inspector network and the immediate mobilization readiness required to meet deadlines for FY26 Q4 and FY27 Q1, including operations in Korea. The period of performance remains fixed from September 25, 2023, through September 24, 2028, with the funding increase specifically supporting inspection activities through December 2026.
