The contract involves renovation work at the USDA Agriculture Marketing Service Cotton Classing Office located in Corpus Christi, Texas. The scope includes converting existing storage areas into office spaces, upgrading the reception area, improving flooring, and adding limited electrical and telecommunications infrastructure, all compliant with USDA standards and relevant codes. The project is designated as a total small business set-aside under NAICS 236220 and is managed by the Department of Agriculture office in Minneapolis, Minnesota. The solicitation was posted on May 13, 2026, with a response deadline of May 22, 2026. Clarifications provided during the solicitation process address occupancy and noise concerns, noting that while a small supply room adjacent to the main office may be sensitive to noise, most employees have portable laptops and can relocate if necessary, and a filing room nearby presents no issues. For telecommunications, the USDA prefers cream-colored network jacks to match existing infrastructure, although the existing wiring is black. Several amendments and responses to inquiries were issued, along with a site visit, to ensure all prospective contractors have comprehensive information. The primary contact for the contract is Jim Roloff, reachable via email and phone.

USDA’s Agriculture Marketing Service Cotton Classing Office in Corpus Christi to renovate selected areas of the building.  This includes conversion of storage space into offices, reception area upgrades, flooring improvements, and limited electrical/telecom additions consistent with USDA standards and applicable codes.

Solicitation documents are posted below.

RFIs and responses:

  1. Occupancy & Noise Restrictions: Will the facility be fully occupied during the construction period? Are there specific noise-restricted hours that we should account for regarding drilling, wall demolition, or electrical work? The small supply room off the main office could be a concern but the permanent employees stationed in the main office have laptops and can move to other areas of the building. The filing room off the main hall should not pose any concerns.
  2. Telecom/Data Standards: The SOW mentions Cat6 cabling additions. Does the USDA have a preferred brand or specific color-coding standard for the jacks and patch cables to match existing infrastructure? All of the electrical and network jacks are cream colored. Our existing wiring is black.
