AI Contract Overview
The General Services Administration is seeking to lease approximately 20,426 assignable building occupant area square feet of contiguous office space in Charlotte, North Carolina, to expand its current occupied space under an expiring lease. The required space must be located within a defined geographic boundary bounded by I-277 to the north, US Route 74 to the east, Highway 51 to the south, and I-77 to I-485 to the west, and must be situated on the second floor or higher of a building, excluding the top floor. The space must be contiguous across no more than two consecutive floors and include a loading dock and freight elevator. A minimum of 48 structured reserved parking spaces must be provided, and the building must not house a childcare center or school. The property must comply with all federal standards for fire safety, accessibility, seismic resilience, and sustainability, and must not be located within a 1-percent-annual-chance floodplain. The lease term is 15 years with a firm commitment of 10 years, and a fully serviced lease is required. Potential offerors must comply with Section 889 of the FY19 NDAA, which prohibits the use of certain telecommunications and video surveillance equipment from specified foreign vendors. Offerings are subject to a government risk and vulnerability assessment, and failure to meet technical compliance standards may disqualify a proposal regardless of cost. Expressions of interest must be submitted by June 1, 2026, and must include the building name and address, a 1/8 inch scale drawing of the offered space, a proposed parking plan, the available ABOA square footage, the rental rate per square foot, common area factors by floor if applicable, the owner’s name and address, and a written statement confirming the owner’s legal authority to represent the property. The estimated occupancy date is October 1, 2027, and a market survey is scheduled for June 2026. The procurement is open without set-aside restrictions, and while cost is a consideration, all submissions must first pass mandatory technical and regulatory criteria. Proposals will be evaluated based on compliance with all facility, safety, accessibility, telecommunications, and floodplain requirements, followed by consideration of rental rates for those meeting the standards. Submissions are to be sent via email to the designated contracting officer, and no formal contract type, payment details, or invoicing instructions are provided in the solicitation materials.
