Officer Wellness Program

The Office of the Utah Attorney General is seeking a qualified design professional service provider to develop and implement a five-year Officer Wellness Program. This initiative is specifically designed to mitigate vicarious trauma, burnout, and compassion fatigue for approximately 230 members of the Internet Crimes Against Children Task Force and 50 additional office employees, such as prosecutors and investigators, who are exposed to traumatic criminal justice evidence. The selected contractor will provide confidential mental health assessments, individual counseling, wellness screenings, and tailored training for staff and their families, as well as resources to help supervisors recognize employee distress. To be eligible, providers must be licensed in the State of Utah as a Licensed Clinical Mental Health Counselor, Licensed Clinical Social Worker, or equivalent, and must possess specialized experience in child sex abuse and trauma. To ensure confidentiality, the provider must be an outside resource and not a state employee. The procurement process follows Utah Procurement Code 63G-6a Part 15, utilizing a ranking system based on technical criteria and a 0-5 scoring rubric. The highest-ranking vendor will be selected to negotiate a contract with fair and reasonable compensation. Mandatory requirements include submitting to a background check and certifying compliance with anti-boycott regulations. All services must align with Utah Code Title 53, Chapter 21 regarding first responder mental health resources.
