Assembly Bill (AB) 1600, enacted by the State of California in 1987, created Section 66000 et. seq. of the Government Code, commonly referred to as the Mitigation Fee Act. AB 1600 requires agencies to report annually and every five years on development impact fees, with information made available within 180 days after each fiscal year. AB 516 (October 2023) updated parts of these reporting requirements. The Agency presents its annual report each December, and the FY 2024‑25 report was accepted on December 17, 2025.
