Clark Public Utilities is soliciting bids for overhead and underground utility construction services under solicitation number B728, open for bidding through August 19, 2026, with bids due by 11:00 AM Pacific Time. The contract is a unit price agreement with a one-year initial term, extendable for up to two additional one-year periods by change order, and encompasses all work related to overhead and underground electrical facilities throughout Clark County, Washington. The scope includes pole replacements, repairs and installations of line apparatus, underground conduit and termination systems, testing and energizing of new facilities built under third-party agreements, manual backfilling, and restoration of affected landscaping, with all work required to comply with Clark Public Utilities’ Construction Standards and the 2021 edition of the Washington State DOT’s Standard Specifications for Road, Bridge, and Municipal Construction, Division 1, Sections 1-10. Work will be dispatched via work orders, with customer work needing completion within five working days and maintenance work within thirty working days, maintaining an anticipated 50/50 split between the two categories. All bids must be submitted electronically through ProcureWare or via physical delivery by courier or hand to the designated address; email, fax, or telephone submissions are not accepted. Bidders must hold a current Washington State electrical contractor license or other required registration under RCW 18.27, possess a valid Unified Business Identifier (UBI) number, maintain workers’ compensation coverage, and be registered with the Washington Employment Security Department and Department of Revenue. Bidders must not be suspended or debarred on SAM.gov, have willfully violated state wage laws within the past three years, or be subject to a revoked minor work permit. They must certify familiarity with the bid documents and site, attest to non-collusion, and confirm compliance with prevailing wage requirements under RCW 39.04 and 39.12, including mandatory training on public works standards. A minimum of 15% apprentice labor hours is required, necessitating submission of an Apprentice Utilization Plan via the L&I AUP Form prior to notice to proceed. Bidders must provide a bid bond of at least five percent of the total bid amount, and if awarded, must furnish performance and payment bonds each in the amount of 100% of the contract award plus sales tax, issued by a surety approved by the Washington State Insurance Commissioner and rated A-VII or better by A.M.
