The contract involves providing a comprehensive high-definition video projection and related audiovisual system for the Celeste Center at the Ohio State Fairgrounds, a venue hosting major national performers and events. The scope includes installing two large LED screens (16’x9’, 5mm pitch or better), multiple HD cameras (including handheld and remote options), a professional video switcher, teleprompters, message boards, and all necessary rigging, cabling, and safety equipment to meet industry standards. Additionally, bidders are asked to price optional enhancements such as a large upstage video wall (20’x12’) with 4K processing and weight restrictions, along with associated cabling and rigging. The system must be operational during the fair’s scheduled dates in July–August 2026, with the installation and performance timeline clearly defined, and all deliverables to be shipped FOB Destination, with the contractor bearing freight costs. The procurement process is managed by the Ohio Expositions Commission, with proposals due October 1, 2025, and the contract award anticipated in November 2025. The evaluation emphasizes experience, reliability, and personnel expertise (weighted most heavily), followed by cost, Ohio-based status, and minority business participation, with a total scoring system of 190 points. The contract incorporates Ohio state statutes and standard terms, emphasizing confidentiality, subcontractor approval, conflict of interest disclosures, and insurance requirements, but does not reference FAR clauses. All proposals must include detailed pricing—specifically a flat rate for up to 13 shows and per-show pricing for additional events—along with certifications, insurance certificates, and supporting documentation. Delivery and acceptance are FOB Destination, with the State responsible for inspection and final acceptance at the specified location, ensuring the system meets professional industry standards for high-profile concert and event use.
