Offerors must submit separate technical and price proposals via the UMGC Bid Locker portal by September 9, 2025, with detailed instructions for proposal formatting, required forms, and submission procedures. The contract also mandates specific MBE documentation, insurance coverage, and ongoing reporting obligations, while no explicit packaging, shipping, or marking requirements are specified. Overall, the procurement aims to establish a reliable partnership with a firm experienced in event production, committed to diversity, and compliant with Maryland’s legal and ethical standards.
