On-Call Heating, Ventilation, and Air Conditioning Services for the Vehicle Inspection Program

The Oregon Department of Environmental Quality is seeking an experienced contractor to provide on-call Heating, Ventilation, and Air Conditioning (HVAC) services for the Vehicle Inspection Program. The contract covers three Portland-area locations in Gresham, Hillsboro, and the Portland Technical Center. The scope of work includes quarterly preventive maintenance, such as inspecting gas-fired heating systems and replacing MERV13 filters, as well as on-call troubleshooting and repairs. The contractor must adhere to strict response times, arriving on-site within four hours for emergency requests and within 24 hours for non-emergency requests. The initial contract term is set for one year starting March 1, 2027, with the possibility of renewals for up to ten years. Award selection is based on a scoring system that evaluates relevant experience, technical capability, key personnel qualifications, approach to methodology, past performance via reference checks, and cost. Bidders must submit a technical offer and a separate cost proposal through OregonBuys by October 29, 2026. Required documentation includes a signed certification sheet, a disadvantaged business outreach plan, and a disclosure exemption affidavit if applicable. All work must comply with manufacturer specifications, OSHA standards, and the Oregon Mechanical Specialty and Fuel Gas Codes. Compensation is structured through hourly labor rates for regular and emergency hours, a parts markup percentage, and all-inclusive quarterly maintenance fees.
