On-Call Heating, Ventilation, and Air Conditioning Services for the Vehicle Inspection Program

The Oregon Department of Environmental Quality is seeking an on-call contractor to provide heating, ventilation, and air conditioning services for the Vehicle Inspection Program. The scope of work involves the maintenance and repair of HVAC systems at three Portland-area locations, including Gresham, Hillsboro, and the Portland Technical Center. Required services include quarterly inspections, preventive maintenance, and the delivery of written reports documenting system conditions and recommended repairs. To qualify, contractors must hold a valid Oregon Construction Contractors Board license, and personnel working with refrigerants must possess Federal EPA Section 608 Certification and appropriate Oregon Building Codes Division licenses. The contract will be awarded to the highest-ranking responsible offeror based on a scoring system that evaluates experience, technical capability, key personnel qualifications, and approach, alongside reference checks and cost proposals. A 10 percent preference is available for certified Oregon Small Business Enterprises. All work must comply with the Oregon Mechanical Specialty Code, Fuel Gas Code, and OSHA standards. Proposals must be submitted electronically via OregonBuys by October 30, 2026, and must include a separate cost file and the signed Offeror Information and Certification Sheet.
