Solicitation # N0010426QYA3Y

Solicitation NO0104-26-Q-YA3Y is a fixed-price requirement issued by NAVSUP Weapon Systems Support Mech for the teardown, evaluation, repair, and potential modification of the Torque Assist Assembly (NSN 7HH 2040-01-088-4976). The project is tied to the FY26 S&OP project with a planned award in FY27. The government intends to make a single award based on a trade-off where past performance is considered more important than price. Evaluation of past performance will utilize the DoD Supplier Performance Risk System (SPRS) color ratings. The contractor must adhere to strict quality and technical standards, including MIL-STD-130 for marking, MIL-STD-2073 for packaging, and ANSI/ESD S20.20 for electrostatic discharge control. A critical requirement is the total absence of metallic mercury in the supplied materials. Performance is measured by the Repair Turnaround Time (RTAT), calculated from the physical receipt of the asset in the Commercial Asset Visibility (CAV) system to the date of government acceptance. Government Source Inspection (GSI) is required, and all freight is handled as FOB Origin. Invoicing and receiving reports must be processed electronically through the Wide Area Workflow (WAWF) system. The extended deadline for quote submission is December 4, 2026, at 4:30 PM local time.
