This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation W81YYC8025F200A is issued as a Request for Quote (RFQ). This document and incorporated provisions and clauses are those in effect for Federal Acquisition Circular 2005-23, effective 26 December 2007. This acquisition is unrestricted. //Schedule of items: This requirement is for Oxford Analytica Daily or equal and Global Stress Points Matrix Services or equal. Any equal offered must be clearly identified by description and must also include descriptive literature and any proposed modifications required to make an_or equal_item conform to specifications. Description of Requirement: 1. Contractor shall provide access to on-line database or repository with historical data of at least twenty years. The number of archived products should be no less than 30,000. 2. Contractor shall provide academic insight in worldwide economic, political and social developments. Academic insight should be gained through access to a robust and multi-disciplined staff numbering at least 750 personnel. 3. Contractor shall provide daily products must be independent from a political vision of government, produced by academic scholars and subject matter experts. Daily products should encompass as many countries as possible, as the supported organization's area of responsibility is not limited by geographic boundaries. Reports must be multi-disciplined to include economic, social, industrial, and business related topics, but with an emphasis in the political realm (while still remaining strictly independent). 4. Contractor shall provide medium and long range political outlook on unfolding events and the probable consequences of domestic and foreign policy decisions of key governments and individuals. 5. Contractor shall produce products that provide early warning system on a strategic level based on actual or emerging world-wide events, to provide and identify risks to NATO and the geopolitical and economic domains. Products should be produced and distributed as required by unfolding events, and not purely on pre-arranged timetables (weekly, quarterly, etc.). 6. Contractor shall utilize a methodology that monitos potential political and economic threats and frictions that would have sever outcomes, should they occur. 7. Contractor shall provide the customer an opportunity to interact with the company providing the information, for the purpose of clarifying data, or to pose questions to the staff. This interaction would ideally take place via the Internet, but could also take place over the phone.
