NASA/NSSC has a requirement for one (1) 2S Head Sensor, the SMART-s (Spectral Measurements for Atmospheric Radiative Transferspectrometer)is an extended spectral-range of Pandora instrument, which is a NASA funded project for global measurements of reactive trace gases (andaerosols/thin-cirrus, additionally by using SMART-s). Pandora instruments havebeen thoroughly tested, in-house built, for field operations, with partsmachined/manufactured by a local SciGlob Instruments & Services, LLC. NASA/NSSC intends to issue a sole source contract to SCIGLOB INSTRUMENTS & SERVICES LLC 9881 Broken Land PKWY, Suite 100 Columbia, Maryland 21046-3011 under the authority of FAR 13.106-1(b)(1)(i). SciGlob is the sole source efficient and accurate, that can keep SMART-s functioning. Using another vendor/brand, if that existed, will take very long-time, assembling, testing, and training to meet all network requirements of Pandora instruments. SMART-s units will not be able to continue the observations timely for science research. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC).
