This is a combined synopsis/solicitation for commercial services prepared in accordance with Class Deviation 2026-O0028 (RFO Part 12.2), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.


For Informational Purposes Only - This solicitation is being posted in accordance with RFO FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements; and RFO FAR 12.102(a) For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.



The Defense Health Agency Contracting Activity Healthcare Contracting Division, Southeast (DHACA-HCD-SE), plans to award a firm fixed price ‘Sole Source’ contract. This acquisition is being conducted under the authority of Federal Acquisition Regulation RFO 6.103-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as Roche Diagnostics is the only source capable of fulfilling this requirement without introducing unacceptable clinical deficiencies and network security risks. This sole-source contract covers the Cobas Liat analyzer systems at the 20th Medical Group (Shaw AFB) under a cost-per-reportable-result (CPRR) model. This comprehensive agreement includes the analyzers, ongoing maintenance, reagents, and associated supplies, with deliveries dynamically scheduled based on the actual volume of tests performed.


The contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform cost-per-reportable results as defined in this Performance Work Statement (PWS) for 20th Medical Group at Shaw Air Force Base (AFB) under North American Industry Classification System (NAICS) Code 621511 – Medical Laboratories.
