AI Contract Overview
The One Acquisition Solution for Integrated Services Plus (OASIS+) Unrestricted solicitation, managed by the General Services Administration’s Federal Acquisition Service, is a continuously open, Indefinite-Delivery, Indefinite-Quantity (IDIQ) multi-agency contract vehicle designed to provide a broad range of professional services across 13 diverse performance domains. These domains span both IT and non-IT services such as management and advisory support, technical and engineering services, logistics, and environmental functions. The solicitation allows offerors to submit proposals for multiple domains under a single contract and supports rolling admissions (on-ramping) to meet evolving government requirements. The program’s contracting approach enables federal agencies to issue task orders for specific needs without pre-determined ceilings in the master contract, offering flexibility in acquisition while mandating compliance with contractual provisions and regulatory standards. The contract incorporates comprehensive evaluation factors focusing on technical and past performance, cost/price, and acceptability, where award decisions align with a Lowest Price Technically Acceptable (LPTA) methodology, foregoing cost realism analyses or negotiated adjustments. Offerors must register and submit proposals electronically through the OASIS+ Symphony Portal, adhering to strict submission protocols including detailed technical documents, past performance evaluations, cost templates, and subcontracting plans. Contract administration features include mandated Contract Access Fee payments via ACH, adherence to cybersecurity and supply chain risk management requirements, and strict ethical and organizational conflict of interest standards. Government oversight is maintained through designated Contracting Officers and Representatives, with inspection and acceptance of deliverables occurring primarily at destination points, following FAR quality and inspection clauses. The contract has a base period up to five years with a potential five-year option and allows task orders to extend beyond the Master Contract expiration, contingent on meeting sales and performance benchmarks. Packaging, marking, and other detailed contract requirements are primarily defined at the task order level, ensuring tailored compliance based on specific government needs. This structured yet flexible framework aims to streamline federal acquisition of integrated professional services with robust government oversight and industry participation.

Full Description
May 12, 2026 The U.S. General Services Administration’s Office of Acquisition Solutions Development (ASD) is pleased to announce the first Phase II apparent awardee notifications for OASIS+ Unrestricted. A consolidated list of Phase II apparent awardees for all OASIS+ contract families may be accessed on the Solicitations (continuously open) page (see “Links” section within this SAM.gov posting). This list will be updated with additional apparent awardees as award announcements continue to be made.
Award notifications have been sent via email to offerors who have been determined successful in one or more proposed domains. Apparent awardees are reminded to ensure that their SAM.gov entity information is active, accurate, and complete at all times. The program plans to issue formal awards and notices to proceed (NTPs) to qualified contractors on or about May 22, 2026 after final legal reviews occur. The newly awarded contracts will be available for ordering in GSA eBuy one business day following the issuance of formal awards and NTPs and upon contractor registration within the Vendor Support Center (VSC), whichever is later. Contract awardees must register their contracts in VSC before they will be visible in eBuy and available for procurement.
Please note that GSA continues to release answers to RFP questions deemed broadly beneficial and relevant on a regular basis on the program website Solicitations (continuously open) page. Questions related to the award announcements should be submitted via email to the OASIS+ Contracting Officers at oasisplusmods@gsa.gov.
