The City of Placentia is seeking proposals from qualified actuaries to provide actuarial services for the City's Other Post-Employment Benefits (OPEB) as required by GASB 74 & 75. GASB 75 establishes standards for recognizing and measuring net OPEB liabilities, related deferred outflows of resources and deferred inflows of resources, and OPEB expense in the financial reports of the City. This Statement requires the liability of employers and non-employer contributing entities to employees for defined benefit OPEB (net OPEB liability) to be measured as the portion of the present value of projected benefit payments to be provided to current active and inactive employees that is attributed to those employees' past periods of service (total OPEB liability), less the amount of the OPEB plans fiduciary net position. Note disclosure and required supplementary information requirements about the defined benefit OPEB plan should also be addressed.
