BOX 67155, ALBUQUERQUE, NM 87193-7155 (DUNS: 089142181 and Cage Code: 52Y06), to obtain WebTA Labor Management module integration and implementation related services. The contractor shall evaluate and document the technical and functional requirements from OCIO, FSD, HCD, and each Library service unit for the implementation of the labor management functionality in WebTA. As well as document the specifications of interfaces between the selected WebTA Labor Management module and the Library's financial system, Momentum, National Finance Center (NFC) systems and the Authoritative Project Management system. The result of the assessment is an implementation plan and timeline for the selected module. The contractor shall implement the selected module from the assessment and complete the task based on the Library approved implementation plan and timeline, conduct user acceptance testing, provide training materials and deliver onsite classroom training, conduct a pilot for OCIO staff and provide post-implementation support to aid in Library wide implementation. This proposed procurement will be a sole source under North American Industry Classification System (NAICS) 541511 - Custom Computer Programming Services; LOC does not have a small business set aside requirement. The Government intends to negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302-1(b)(1)(i) only one responsible source and no other supplies or services will satisfy any agency requirements; unique supplies or services available from only one source or only one supplier with unique capabilities. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a request for competitive quotations. Interested parties may submit their interest and capability to meet the requirements through a GSA schedule by submitting a capability statement or exception to the intent to purchase on a sole source basis by July 6, 2020, at 12:00 PM EST via email to David Franklin - dfran@loc.gov - and Julia Hanson - juhan@loc.gov. LOC Novel High-Density Optical Data Storage
Solicitation # 030ADV27R0004
The Library of Congress is soliciting proposals for a Firm-Fixed-Price pilot project to evaluate the feasibility of using novel ultra-high density optical data storage for the long-term preservation of its digital collections. The primary objective is to identify a scalable, immutable, and durable storage medium that can reduce maintenance and migration cycles compared to traditional methods. The scope of work requires the contractor to encode, validate, and store 1TB of diverse digital data, including video, audio, text, and images, ensuring 100% data recovery and high-fidelity recall. Additionally, the contractor must create an artistic and educational display utilizing a subset of the data for library visitors. The period of performance is scheduled from February 1, 2027, to January 31, 2028, with all work performed at the contractor's facilities and coordination conducted virtually. The acquisition follows a two-step advisory down-select process using a best value trade-off approach, where technical understanding and corporate experience are weighted significantly more than price. Phase 1 focuses on technical understanding and corporate experience, while Phase 2 evaluates the detailed technical approach and price. Key requirements include ensuring the storage media maintains integrity for at least 50 years at temperatures at or below 35 degrees Celsius and protecting the media against physical damage. Proposals are due by October 27, 2026, and must adhere to strict formatting and page limits across multiple volumes. Deliverables include project reporting, the encoded data storage, and the final educational display.
