Operation of a Paddle Sport & Recreational Equipment Rental Concession at Wilson-Tuscarora State Park

The New York State Office of Parks, Recreation and Historic Preservation is soliciting proposals for the operation of a seasonal paddle sport and recreational equipment rental concession at Wilson-Tuscarora State Park. The selected licensee will be responsible for providing all necessary equipment, including canoes and kayaks, and managing operations typically from May to October. While the state provides electric services and trash removal, the licensee is responsible for all other utilities. Operations must occur at least five days per week, including weekends and holidays, between 7:00 am and 7:00 pm. The contract term begins May 1, 2027, and ends December 31, 2028, with a possible extension of up to three years. Award selection is based on a scoring system where 75% of the weight is given to technical qualifications—specifically background, experience, and commitment to excellence—and 25% is based on the projected financial return to the state. Applicants must adhere to strict environmental standards, including a ban on polystyrene and single-use plastics, and must comply with ADA accessibility guidelines. Required submissions include three printed copies and a digital version via flash drive, due by December 9, 2026. The licensee must also provide an annual Emergency Action Plan, maintain commercial liability insurance, and certify compliance with New York State labor laws, non-discrimination policies, and sexual harassment prevention regulations.
