The U.S. Army Corps of Engineers, Middle East District, is soliciting a Single-Award Task Order Contract (SATOC) under an Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle with a total capacity of 25 million dollars. The primary objective is to provide regular, recurring, and corrective maintenance, along with related support services, for frequency converters and other electrical systems supporting the Egyptian Navy. Specifically, the scope includes the operation and maintenance of four Schneider Electric ShoreBox frequency converters located at various Egyptian Naval Bases, including Ras El Tin, Berenice, Gargoub, and Western pier. The contract features a five-year ordering period from December 30, 2026, to December 29, 2031, with an optional six-month extension through June 29, 2032. This procurement is funded through Foreign Military Financing (FMF), restricting award eligibility exclusively to United States firms, as no Offshore Procurement determination has been obtained. The government will utilize a Lowest Priced Technically Acceptable (LPTA) basis for award, evaluating proposals based on management approach, experience, and price. Technical requirements include compliance with EM 385-1-1 safety standards, CMMC Level 1 certification, and adherence to specific packaging and marking standards for electrical components. Proposals must be submitted electronically via the PIEE Solicitation Module, consisting of a technical volume and a price proposal. Performance is measured by strict quality standards, including a 100 percent response rate for urgent calls within 24 hours and a 90 percent on-time submission rate for monthly inspection reports.
